When we lived in Manila we lived in a house that was surrounded by a fence. If you look you will see broken glass embedded in the top of part of the fence. The purpose of the fence was to keep unwanted intruders out. The local residence were surprised that our house in Canada did not have such a fence around it. The fence around the Tabernacle was to show that there had to be a separation from the world. Unlike the fence around our house in Manila it wasn't there to keep people out but to show the separation between sinful man and a holy God. The fence also showed the people that there was only one way to approach the Holy God.
